2. How do they agree on a rule? The Standardization Journey
Creating or updating a standard follows a formal, multi-step process to ensure global consensus and technical rigor. Using G.729 Annex C+ as our guide, the journey looks like this:
- Setting the Agenda: The process begins at a high level, where the WTSC meets to establish the key technical topics that require standardization work for the upcoming four-year period.
- Technical Preparation: A designated expert group gets to work. In our example, ITU-T Study Group 16 (1997-2000) was tasked with the technical preparation of the content for what would become G.729 Annex C+. This is where the deep engineering and scientific work happens.
- Formal Approval: Once the technical work is complete, the draft Recommendation must be formally approved. This is not a casual step; it follows a specific, defined procedure. The document for G.729 Annex C+ was officially “approved under the WTSC Resolution No. 1 procedure on 17 February 2000.”
The publication of a standard, however, isn’t the final chapter. These are living documents that evolve over time to address errors or new requirements.
