Introduction
Have you ever wondered how you can make a phone call to someone on the other side of the world, using a different device on a different network, and have it just work? The answer lies in international standards—the result of a global problem-solving effort to create agreed-upon rules that ensure technologies are compatible and perform reliably. These standards guide entire industries to ensure what the standard itself calls “a standard speech quality and compatibility worldwide.”
This document uses a real-world example, ITU-T Recommendation G.729, a standard for speech coding, as our case study. We will walk through the story of how a global standard like this is created, approved, and maintained by the international community. This complex process is managed by a clear hierarchy of global organizations dedicated to telecommunication.
